Why we started

Choosing handbook software is harder than it should be. Every tool claims to be the easiest to use, the most legally airtight, and the most polished all at once. Marketing pages blur together, review sites bury the useful parts under affiliate buttons, and free tiers hide their policy limits until you hit them mid-draft. HR leads and small-business owners deserve a board that reads like a practitioner's notes: clear, opinionated, and grounded in actually building a handbook from a blank page to a signed acknowledgement.

How we work

We build the same sample employee handbook in every tool — a code of conduct, PTO and leave policies, a remote-work section, and an acknowledgement page — then score the craft on one shared rubric. Template depth, compliance and state-by-state coverage, editing control, branding, export formats, e-signature and acknowledgement tracking, and free-tier limits all count. How we stay independent

Rankings are earned, never bought. No vendor can pay for a higher tier, a category, or a kinder write-up. When this site later links out to handbook tools, some links may be affiliate links — but they never change how a tool is tested, scored, or tiered. The rubric decides the board; the payouts never do.
